The Opportunity
The S&C Analyst is responsible for providing advice and guidance in terms of railway signaling and communications and performing back-office tasks associated rail traffic control systems and trackside assets, communications, and related infrastructure. The position-holder works in close collaboration with the field staff in the troubleshooting of problems. This position is based in Oakville with occasional travelling in the GTHA using a company vehicle.

- Provide remote support to S&C field maintenance personnel by providing first-hand expertise or using electronic test equipment or computer software;
- Perform routine rail traffic control and signal system performance monitoring;
- Perform diagnostic health checks, monitor alarms and perform field incident investigations;
- Monitor and perform alarm checks of the internal system, including performance observations;
- Analyze overall system health status and document/log observations on a daily basis;
- Work and troubleshoot with telecommunications providers on circuits and cloud connectivity;

Required Skills and Qualifications
Essential
- 5 years of relevant S&C experience in a CTC environment, including microprocessor based interlocking systems;
- Demonstrated knowledge and experience of track, switches and crossings;
- Completion of an approved Railway Signal Maintenance training program or equivalent;

The Opportunity
RailTerm is assembling a light rail track installation team for a project in the Greater Toronto Area (GTA), and is searching for qualified Trackman, as follows. Under the supervision of the Track Foreman, the Trackman is responsible for executing track installation work. This is an opportunity based out of Toronto, and work will take place in the GTA.

Key Responsibilities and Functions
The HSQE Compliance Specialist is responsible for ensuring that the project work executed meets the safety, quality and environmental standards established by RailTerm, its customers, the Project Plan and regulatory authorities. This is achieved through monitoring, oversight, prevention, and post-incident activities along with the development, review and implementation of safety, quality and environmental practices.
Safety: Prevention, monitoring and post-incident activities
- Lead in the development and implementation of project-specific safe work plans and practices as well as the migration of existing safe work practices and policies to the project;
- Perform safety audits and/or monitoring on rules and policy compliance (PMRC);
- Perform quality assurance on safety audits completed by others and follow up on recurring issues;
- Provide safety-related advice or instructions to management and employees on various topics (e.g. noise levels, use of machinery, etc.);
- Conduct risk assessments and consequently ensure that preventive/corrective measures are implemented and enforced;
- Inspect work premises and observe employees to identify issues or non-conformity (e.g. failure to use protective equipment);

- Ensure that the work performed is completed in accordance with regulatory requirements and all applicable standards, with a high degree of quality;
- Ensure that all required inspections and testing are performed as per requirements;
- Perform reporting duties (including Key Performance Indicators) as per the Project Plan and customer requirements;
- Act as a leader in terms of safety, providing guidance and information on safety practices, procedures or policies;
- Ensure that efficiency and operational testing (PMRC) is performed in the field and follow-up on non-compliances and corrective actions;
- Lead accident, incident and near miss investigations and assess disciplinary measures, if and when required.
Financial and material resources management
- Control project costs according to budgets and ensure efficient and adequate use of resources, including equipment;
- Manage the use and assist in the maintenance of a fleet of vehicles, equipment and machinery;
- Responsible for the planning and execution of all regular maintenance requirements and lifecycle renewal requirements in an organized, efficient and cost-effective manner;
- Coordinate work with subcontractors and specialized trades, when required;
- Approve payroll and expenses;
- Assist in preparing budgets and cost estimates.
Client Relationship Management
- Maintain steady interaction and reporting with the customer, as needed;
- Coordinate with the customers’ project resources, as required;
- Report and follow-up on operational issues or incidents with the client, as needed;
- Participate in meetings and discussions with the client regarding scheduling, operating plans, service requirements, and other needs.
Required Skills and Qualifications
- Minimum of 10 years of management experience in the field of railway track maintenance or construction operations (ex: Manager, Superintendent, Track Supervisor, Road Master, etc.);
- Experience in a Light Rail Transit (LRT) environment is an asset;
- Demonstrated experience in managing work crews;
- Able to efficiently delegate responsibilities and monitor progression of delegated tasks;
- Thorough understanding of engineering track standards, track construction principles and track safety regulations;
- Knowledgeable with track inspection procedures, installation and maintenance work;
- Strong leadership,management and organizational skills;
- Highly organized and flexible;
- Team player with the ability to train, supervise coach other employees;
- Intermediate MS Office (365) knowledge;
- Ability to work under pressure and take ownership of escalating issues;
- Valid driving licence.
